Major functions of the Organization : Bangladesh Power Development Board (BPDB), established in 1972, is responsible for planning, construction and operation of power generation and transmission facilities throughout Bangladesh and for distribution in urban areas except Dhaka and its adjoining areas.Total installed capacity of BPDB is 3603 MW (including 302 MW generated by Independent Power Producers).

BPDB generates electricity from both the renewable (hydro) and non-renewable sources (natural gas, furnace oil, diesel etc.). There are some places where solar photovoltaic is used for supplying electricity to lighting and communication equipment.

 

BPDB has plans to harness solar energy, wind energy and mini hydro for power generation which are described in the subsequent topics.

Major functions of the Organization : Sustainable Rural Energy (SRE) project has been conceived within the overall framework of Sustainable Environment Management Program (SEMP) being implemented by the Ministry of Environment and Forest (MoEF) with financial assistance from the United Nations Development Program (UNDP). The twin objectives of SRE component under SEMP are technology demonstration and technology transfer in the field of renewable energy in Bangladesh. Considering the natural resource base and socio-economic condition, SRE project has considered four potential renewable energy sources in Bangladesh to deal with and these are: solar, biomass, wind and micro-hydro. The activities taken under SRE projects can be grouped into three main categories:

  • Demonstration of renewable energy technologies

  • Capacity building through training on renewable energy technologies

  • Development of renewable energy network in Bangladesh.

5. Brief Introduction of the Organization :

IDCOL, a non-bank, financial Institution, was incorporated in Bangladesh on 14 May 1997 as government owned public limited company under the Companies Act 1994 with assistance from the World Bank under Private Sector Infrastructure Development Project (PSIDP). The primary objective of the company is to promote significant participation of the private sector in investment and operation, ownership and maintenance of new infrastructure facilities. IDCOL has access to resources provided by the World Bank, GTZ, KfW, SNV-Netherlands Development Organization and the Government of Bangladesh to place in projects across a range of infrastructure sectors and has been mandated to provide long-term senior and subordinated debt financing to viable infrastructure projects in the private sector. Under PSIDP, IDCOL advanced US$80 million as loan in 450 MW Meghnaghat Power Ltd. Project. IDCOL also financed two telecom projects – Pacific Bangladesh Telecom Limited (PBTL) network expansion project and RanksTel network expansion project, Hilli and Sonamasjid Land port project, DNS Satellite Earth Station project and 11.6 MW Shah Cement Power plant project. IDCOL also channels grants and provides soft loans for the development of rural infrastructure i.e. renewable energy. Since 2002 IDCOL is implementing part of the Rural Electrification and Renewable Energy Development Project (REREDP).Under the project, IDCOL has a target to finance through 15 participating organization (PO), 200,000 Solar Home System (SHS) & few wind , micro-hydro and biomass projects by 2009. In the year 2006, IDCOL undertook another project called National Domestic Biogas & Manure Programme (NDBMP) with assistance from SNV-Netherlands Development Organization. Under this project IDCOL through its 19 POs intends to finance about 60,000 domestic size biogas plants in the remote rural areas of the country by the year 2010. In addition, IDCOL financed a 250 kW Biomass gasification based power plant at Kapasia, Gazipur to supply environment friendly grid quality power to 300 households and commercial entities of the area.

 

 

6. Role of the IDCOL :

  • Provides GEF grants to lower initial investment cost of SHSs and technical assistance for institutional development of POs.

  • Refinances loans for purchase of SHSs made by the NGOs /MFIs selected as POs and

  • Provides technical assistance, loans and GEF grants to POs for development of sub-project (pilot on wind , hydro , and biomass power system).

9. Implementation Method :

  • POs select areas for promotion of SHSs and identify customers,

  • Customers put an up-front contribution (down payment)

  • (Lender) POs extend loan for balance of the system cost

  • POs tie up with suppliers for the supply and installation of SHSs approved by the TSC

  • POs submit grant and refinance application supported by SHSs installation certiticate and customer acceptance receipt.

  • After verification , IDCOL approves grants , and refinances up to 80% of loans made by POs to households

 

10. Level of involvement in Renewable Energy Technology (RET) : A participatory phase (April -October, 2002 ) already underway , IDCOL provides grants and refinances 250 SHSs through 5 NGOs/MFIs (BRAC Foundation -COAST-Grameen Shakti- Srizony-TMSS) and the main project (2002-2008) , IDCOL will provide grants and refinance 50,000 SHSS and other renewable energy projects through NGOs/MFIs/Private entities/ companies.

• IDCOL is a multi-donor funded financing institution and currently manages:

- Reflows from USD 80 million loan extended to 450 MW Meghnaghat Power Ltd. project;

- USD 47 million received from IDA and Global Environment Facility (GEF) to provide grants and refinancing for the promotion of renewable energy under the Rural Electrification and Renewable Energy Development Project (REREDP).
-EUR 18.22 million from KFW and GTZ for extension of IDCOL’s Solar Energy Programme;

-EUR 14.9 million from SNV and other donors for implementing a nationwide domestic biogas and manure program;

• In addition, IDCOL is in the process of having access to USD 165 million from Asian Development Bank (ADB) for financing infrastructure and renewable energy projects.

4. Major functions of the Organisation : The main objective of Grameen Shakti is to develop and popularize renewable energy resources. It presently implements three programs: Solar Energy Program, Wind Energy Program and Bio gas program. Grameen Shakti sells, installs and maintains photovoltaic systems in various parts of the country. The systems are also maintained by Grameen Shakti. Besides, training to customers and other interested persons and R&D in the related fields are important activities. Grameen Shakti is conducting research to utilize wind energy in the coastal areas of Bangladesh. It has installed 4 hybrid systems (combination of wind turbine and diesel generator) in four cyclone shelters of the Grameen Bank. The objective is to provide electricity to start micro-enterprise in these shelter.

Grameen Shakti is promoting bio-digester for cooking and to use residues in the field or in the ponds as an alternative to organic fertilizer.

Grameen Shakti (GS), a member of the Grameen family, incorporated in 1996, as a not for profit company, to promote, develop and popularize renewable energy technologies in the remote rural areas of Bangladesh. At present, GS has about 500 engineers and 1000 field staffs, serving more than 600,000 beneficiaries through its 280 unit offices, 42 regional offices and 5 division offices. By now, GS installed nearly 95,000 solar home systems of size 10kw-75kw, about 1200 biogas plant of size 1.6m3-70m3 gas production capacity per day, 370 commercial and 2000 domestic improved cook stoves. Grameen Shakti installed 3 experimental wind mills and one biomass gassifier. Grameen Shakti is now installing around 4000 systems per month i.e. about 50,000 systems annually. Almost 100% of the solar home systems, biogas plants and improved cook stoves are in operation with full satisfaction of the customers. But, due to lack of proper technical knowledge the wind mills and gassifier could not be run properly.Achievement of Grameen Shakti in the installation of Solar Home System untill 2007 is 95,546. Grameen Shakti has taken a massive program for the coming years. They are aiming to install more 1 million solar home systems, 1 million biogas plants and 10 million improved cook stoves by the year 2015. To see the program a success, GS are developing more skilled manpower through training and capacity building. GS has so far trained up about 500 engineers and 600 field staffs on solar PV technology, 50 engineers, 120 field staffs and more than 300 masons on biogas technology For its contribution towards popularizing solar technology, GS has won several international awards such as The Energy Globe Award, 2002 from Austria, “European Solar Prize Award”, 2003 from Germany, “Best Theme Award”, 2003 from USAID and “Solar Prize” ,2004 from a government own company and “ Best Organization Award” , 2005 from the Prime Minister of Bangladesh. In 2006 , GS received Ashden Award from UK. Even, I myself also received European Solar Prize” 2006 from Euro Solar , Germany for my contribution to Renewable Energy Education Program for Women.

Basic School System (BSS)

This is an innovative alternative education for unenrolled and adolescent dropouts, evolved by CMES over the last 20 years. This comprises of an integrated package of a life-oriented basic (primary) education, skill training & profitable practice in appropriate technology, and home to home interventions in health and environment – all three components interacting with each other making education richer and more meaningful for the target group.

Adolescent Girls` Program (AGP)

This program has been one of the first gender interventions in the country targeting the adolescents. AGP tries to empower the girls through continued education; skill training; non-stereotype livelihood activities earning cash income; awareness and actions about health, reproductive health and rights; preventing early marriage and working towards an emancipated womanhood. CMES has been selected by UNICEF to replicate its AGP within UNICEF's 'Kishori Abhijan' (Adolescent Girl's Exploration) started from January 2001, the only other program in it being BRAC's APON (Adolescents' Peer organized Network).

5. THE OVERVIEW OF CMES   BRIEF HISTORY

 

Centre for Mass Education in Science (CMES) was established in 1978 with an aim to take science and technology to the grass root people through appropriate mass education. Even before its establishment as a NGO, we were pursuing its aims through our popular science monthly ‘Biggan Samoeeki’ starter in 1960, along with its associated science clubs and young enthusiasts throughout the country. CMES soon focused its attention on the disadvantaged rural adolescents and youth – arranging an appropriate education for those of them who are never enrolled or drop out from schools. The result was the Basic School System (BSS) starting in 1981which evolved over the years to become more appropriate with an integrated approach emphasizing livelihood skills and gender empowerment. The latter aspect was further enhanced by the start of the Adolescent Girls Program in 1991. The combined BSS and AGP has now developed into a replicable model working in 22 different rural areas of the country in 11 districts. Over these developments we have given utmost importance to innovative approaches to education, appropriate technology and empowerment. For this we have developed a strong R&D program not only in developing methods, materials, and products, but also in the commercialization of the technology through the micro enterprises of the rural youth – appropriately trained and empowered for this. CMES thus concentrated on bringing the world of education closer  to the world of work.

 

THE VISION AND MISSION OF CMES

 

The Vision

 

i.   All adolescents and young people can pursue an education, effective in their life and livelihood, irrespective of their gender, economic situation of the family, or any other special situation. In case some of them have to discontinue in the formal system for some reason, they can always avail an alternative opportunity for a meaningful continuation.

ii. At the same time, all adolescents and young people, irrespective of their gender, and of any disadvantage they might suffer from, should be empowered to assert their rights and avail equal opportunities for pursuing a decent quality of life.

iii. Appropriate existing and emerging technologies can be adapted by the rural young people, to practice at the market level for the betterment of their life and livelihood.

 

The Mission

i.         To provide alternative and diverse options to young people so that they can make best for themselves according to their circumstances, aptitude and wishes. The options should come in terms of education, skill training, livelihood opportunities etc. These should be use-friendly, participatory effective and sustainable for all concerned.

1. Origin and Mission
COAST Trust has emerged as an NGO (Trustee Act Registration No-64, Date: 24th September 1997 and NGO Affairs Bureau Registration No-1242, Date: 24th February 1998 through a nationalized process of Bhola Project of Action Aid Bangladesh since the beginning of 1998. Action Aid is a international NGO working in the island since 1984 in integrated approach of rural development. COAST had taken over all the assets and liabilities of Action Aid Bhola mainland Project during 1998.

COAST has a mission statement as follows “COAST Trust organizes strategically important activities related to development which, in turn, will facilitate the sustainable and equitable improvement of life especially of women, children and disadvantaged population of the coastal areas of Bangladesh. So COAST is the NGO exclusively working for coastal poor and limited in coastal areas.


2. Board of Trustee :  The Board of Trustee consisting 7 members is the highest policy making body of the organization having meeting at least once every three months. COAST have two types of program one is core (Micro finance, institution building, Human Rights and Governance) other is non-core(Renewable energy, Education, Policy Research, Food Security, Health and Disaster Management).
Up to June the achievement of Microfinance program; is Group-2970. Beneficiaries- 72353, Borrowers- 48693, loan outstanding-taka 22.64 crore, members’ savings-taka 7.21 crore. And 1549 Solar Systems have been installed where loan to Household is tk-2.13 crore. Along with other program COAST is working with covering 388518 beneficiaries.

By inspiring of the voice of the great man Swami Vivekananda and also considering the men as the Supreme Being and more valuable than all the wealth of the world MUKTI COX’S BAZAR has started its journey at Cox’s Bazar district on 1996 as a non-government voluntary development organization to materialize the dream a peaceful universal society free from poverty and prejudice where people will live with dignity and security. From the very beginning of the organization it has been implementing various programs through different project especially for the poor and vulnerable women making them aware of various livelihood issues through family approach at urban and rural areas of Cox’s Bazar district.
