Solar Energy Programme

Status report about (RE) installations of MUKTI COX’S BAZAR

Background: Bangladesh, today has reached a stage, where the majority of its districts are integrated with the national grid. Rural Electrification Board (REB) officials put this number at more than 65% while this is commendable; electricity connectivity is yet to reach 33% of the population, of which the share of Dhaka is an astonishingly high 52.8% of the population as per the latest statistical data. In the rural areas, more than 75% of the population is yet to be connected to the grid.

The country has been running one of the largest solar home system program initiated by Infrastructure Development Company Limited (IDCOL) in which more than 70000 homes have been lighted. But in most cases it has been noticed that the very poor or the marginalized population have yet to be connected to this unique system of electricity service, because of their inability to pay for the services in spite of deferred payment schemes. MUKTI COX”S BAZAR forward to enhance the coastal communities access to, control over and choice of appropriate & sustainable energy services, to increase livelihood options.

Objective: The developmental objective of the project is to promote livelihood security, access & use of sustainable renewable energy among the poor coastal communities. As most of the coastal areas have no connection to national grid so there is too much demand of solar energy. Solar energy is the alternate electricity of those areas. However, kerosene oil’s rate is increasing day by day. As a result poor communities of coastal area can’t use kerosene-operated light for their children’s education during night. Some of them want to watch Television for recreation and information of cyclone and others. So MUKTI COX’S BAZAR has been leading a large area to solar home system supported by IDCOL.

Capacity: As the demand of load we may design 4 packages. Such as 18 Wp, 40 Wp,50 Wp,   65 Wp & 75 Wp.

Marketing: We marketing these systems by installment or provide micro-credit among the coastal communities. We provide by installment then collect 15% of total system price, as a down payment and rest of price will be collect by 48 installments.

Manpower:   For installation, monitoring and installment collection provide some person who are minimum S.S.C along with knowledge of basic electrical wiring. To manage office, monitoring overall installation & trouble and operate human resources we have a Unit Manager who will be minimum Graduate/HSC vocational (electrical) / science / commerce). To manage & execute all the units, make relationship to other organization ensure equipment supply or look after import (equipment & solar panel) etc. we have a Manager or In-charge who will be minimum Diploma Engineer (Electrical) along with 5 years working experience in solar field.

Procedure of monitoring & recovery: After installation the systems, field organizer/technician monitoring the systems once a month as well as collect the installment. They maintain a monitoring sheet and register, cash voucher for down payment & installment. They give a report about the current status of systems & installment to the clients. They face any emergency trouble or requirement then Unit Manger will assist them.

Office Location: As our target is coastal community. Our brunch office situated at Kutubdia, Pakua, Moheskhali (Matarbari) and Gorjania coastal area of Cox’sBazar.

Availability of Equipments: We collect total system equipments form local supplier or import from Rahim Afrooz Co. Ltd.

Training: Field Organizer/Technician, Unit Manager and Manager are achieve service quality and goal. Local expert in solar field or Manufacturer  organize it.

Implementation: We implement total 343 systems from ECFC and IDCOL both rural coastal area and urban.

Basis of Calculation inflow & out flow statement.

In the inflow statement, the following basis has been followed.

Inflows shown are based on the actual estimated receipt in the quarter shown.

  1. Own fund involvement is based on 20 % of loan amount x the no. of unit sold of each item per quarter. The sum total of the same has been shown.

  2. Loan from IDCOL is based on 80 % of the loan amount to the buyer per system x the no. of system sold per quarter. The sum total of the same has been shown.

In the outflow statement, the following basis has been followed.

1.      Material purchase is based on the actual cost of each system x the no. of unit sold per quarter

    1. Infrastructure cost includes all expenses including salaries / wages, office rent, maintenance & servicing cost, telephone / fax / E-mail cost etc.

    2. Travel / Conveyance cost have been estimated

    3. Interest cost shown is @ 6 % P.a. on loan taken from IDCOL + 10% on own fund

    4. Misc. expenses are estimated.

Vehicles: For monitoring & installment collection facility we provide bicycle to Field organizer / technicians and one motorbike for Manger/Unit Manger.

Conclusion: The above-mentioned description is only for coastal areas. If this intervention complete successfully then we will spread our mission to remote area of Chittagong Hill Tracts. Our determination is to reduce darkness of night as well as darkness of illiteracy. We will continue our effort until arrive up stair of success.
