Conventional Energy/Power Generation Scenarios (Non Renewable) of Bangladesh: 

 

Chronological  history of power production :

  • In 1901 introduction of electricity in Dhaka city through  private generator  in the Ahsan Manjil (Residence of Nawabs)
  • In 1930 M/s. Octavians Steel Company introduced electricity business.  
  • Dhanmondi Power House established in 1933 for electricity distribution
  • In 1957 Electricity Directorate was created for generation & distribution
  • In 1959 EPWAPDA was established for generation, transmission  & distribution.
  • In 1972 BPDB was created
  • REB created in 1977 for rural electrification
  • DESA created in 1990 and start functioning since     Oct. 1991
  • DESCO started function in 1996
  • PGCB started function in 1996
  • WZPDCO started function in 2005
  • DESA converted as company in 2007

 

 

Power, the key backbone and instrument for development. Rosy is forecast in power sectors is the common headlines of newspapers/chronicles. Industrial sectors however suffering from same power shortage problem. What is actual power production to date and what is the system loss?  that’s the question actually raising from all corners of the Bangladesh. Corruptions, power theft/pilfering, worst possible power management and  system loss, discrimination in power distribution (so far being generated), unfairness in priority fixation for the power distribution which really crippled economy and overshadowed overall development of the country.  We do not even imagine that, we have shortage of natural/mineral  resources to meet our energy demand.  We have sufficient mineral resources over the next century to harness energy/power if overall management being efficient and transparent.

To portray the scenarios of power supply status of the country , we notice that in city corporations( 6 cities load shading several hours), all district municipalities/sub-districts (Upazila) towns having  hours of power cut in every day( this figure sometime varies because of patchwork type of power plants goes on and off more frequently). Situation in remote rural areas extremely  worst, particularly in villages (Rajshahi and Khunla divisions). Low voltage damaging electric pump sets/equipments.

It is noticeable that, inadequate overhauling / maintenance  of power generation units, results the worst crisis  and load shading. If maintenance works regularly  benign done, at least  650MW power could be added  to national gird to quasi-meet the huge crisis. Now BPDB saying,  generation decreases due to insufficient supply of gas to turbines. According to BPDB, if sufficient gas being supplied to running turbines, then 450MW power could be generated .  

Considering the peak period power crisis, last government took initiatives  to install small power generation units , but few installation done( power generation not  increased significantly ) and commissioning of those power unit delaying over and over again.  

Kaptai Hydro Electric Project lowered power generation :  

 

The total capacity of this only hydro electric power plant is 230MW and during dry season water heads sharply goes down which results 3 units (out of 5 )shutting down. Two units only producing 70-80MW power and average shortage of power at dry seasons 150MW. Due to power shortage entire Chittagong and Rangunia suffering form huge load shading. According to rule-curve of kaptai high dam reservoir ( during monsoon) produce as much as 90MSL(Mean Sea Level) and dry period it goes record low as 81 MDL. Last monsoon lower rainfall reported in this catchments area, which produced low water head in this captai dam . It is however much worrisome that as the rainfall variation being observed in past monsoons and low rainfall and low water head continuing over the years. It is however can be projected that this hydro project future is bleak because of water shortage .  

 

Power Problem in Northern Region :  

Power cut is common problem at northern region( Rajshahi / Khulna Division) of Bangladesh, which not only undermining micro economies (agricultural infrastructures, small/medium size enterprises, business points and institutions), but also created miseries of daily lives in hot summer days. Total power demand in entire northern region(Rajshahi Division) roughly  350MW(according to BPDB estimate). Traditionally northern districts are hugely neglected, discriminated  by the un-parallel development initiatives which always being prioritized in Dhaka, Chittagong , Sylhet and Barisal Divisions of Bangladesh. These development belt always being prioritized by total development initiatives (donor supported programme as well).  

 

Power production shortage at Baghabari :  

Natural gas crisis and lower gas pressure/supply over the distribution network results decreasing of power generation of 4 units at Baghabari gas turbine based Power Plant which is operated by Westment Company(private sector)  under Sirajganj District. This power plant now generating only 41MW power.

Bangladesh Power Development Board(PDB) installed another 41 MW diesel based power plant in 1991 and gas turbine based 71MW power plant by Westment Company(private sector) in 2001. Total generated power being added to northern-grid line.

According to experts , gas pressure decreasing from February 1 and as lower as 19psi only, which resulting only 59% power generation capacity.  Where to  meet the target generation, gas pressure however required at least 30psi. Gas distribution authority Western Gas Company sources says that, distribution pipe line from the western end of Jamuna multi-purpose bridge supplying only  70million cubic feet gas(which is only 50% to meet the current needs). The company says if gas supply not being significantly increased(with the pace of increasing demand) the power generation will automatically shut down and only fertilizer factory and small/medium size industries can survive. 

Due to low gas supply small/ medium size industries at Bogra, Pabna, Sirajganj also suffering from the lower productivity . More importantly boro cultivation also hugely suffering from power cut.  

 

Resuming Katakhali Power Plant at Rajshahi : 

Total power demand at Rajshahi Metropolitan and adjacent areas so far estimated 70-80MW by BPDB, but currently BPDB national grid supplying only 30-40MW as a result huge load shading causes of miseries of the hottest city Rajshahi dealers of Bangladesh

 

Back in 1940’s 6 diesel based power generator installed at Katakhali (Under Rajshahi City Corporation) over the area of 33 acres of land to supply power to Rajshahi city (northern capital of North Bangladesh). But the lifetime of those generator already expired. Mean while the diesel price become higher and untimely the power plant could not survive. But in last few decades national grid being supplying power to Rajshahi area.  

 

A team from Ministry of Power, Energy & Mineral Recourses (MoPEMR) conducted a feasibility study and findings shows that 100MW power can be produced from Katakhali Power Plant from different sources, e.g. Natural Gas( since Rajshahi City going to connected with Gas Pipeline network by 2010), Coal from Boropukuria and High Speed Diesel. Good news is Katakhali  is connected with Rail Network and water resources ( from River Padma) however available to run the power plant.

 

The team initially targeted to produce power from Natural Gas and it can be a combined cycle system. If the power unit face gas shortage crisis then Boropukuria Coal and High Speed Diesel can be used alternatively as a combined cycle system.    

 

Recent Development :

 

(22 October, 2009)

 

To meet energy demand at Rajshahi Division, government will install 4 power plants with rental basis.  Location of those power plants are; Shantahar ( Bogra) 50MW, Katahhali (Rajshahi) 50MW, Baghabari (Sirajganj) 50MW, Bera (Pabna) 80MW.  Total 230Mw power will be generated form those rental power plants from furnace oil.

 

Power Development Board (PDB) of Rajshahi estimates that total 700MW power required for 16 northern districts. 8 districts of Rahshahi zone = 400MW and 8 districts of Rangpur zone = 300MW. East-West Grid line supplying 200-230MW power for Rajshahi zone and 220-250MW for Rangpur Zone. Total 250MW system loss calculated daily in entire northern zone which results more than 14 hours load shading in every 24 hours. Construction works of 125MW second unit at Boropukuria almost done. 22MW rental power unit at Bogra will be operational by this year. Feasibility of 125MW coal based power plant at Rajshahi done now require implementation. 

 

POWER FOR IRRIGATION ( Status until 15 March, 2009):  

Some examples:  There are some 7000 pump sets in Naogaon District which required 50MW power but farmers are getting only less than half, which hampering boro seansons this year. This scenarios in all districts ,but worst in Rajshahi and Khulna divisions. In Saidpur gird area same situation noticed demand is 55 MW and getting only one third which effecting irrigation in  Nilphamari, Dist, Nilphamari REB , Saidpur, Parbatipur, Phulbari, Birampur, Palli Bidyut Samatiee, Paglapir (Rangpur) greater Rangpur-Dinajpur areas.  

 

POWER GENERATION STATUS ( Until 15 March, 2009) : 

To meet the peak demand total power production in Bangladesh roughly 3500MW against of current demand 5000MW in peak period(evening)  shortage is 2000MW. According to BPDB due to insufficient gas supply 1 Unit at Rauzan(Chittagong), 2 Units at Shikalbaba, 4 Units at Shajibazar remained shut down. Moreover due to gas supply running stations could not produce the target amount of power. In 11 March 634 MW power generation was not possible due to maintenance works.

2 units of Ashuganj power plant shut, production cut by 98 MW


The unit 1 with 64 MW capacity of the Ashuganj power plant became shut on Saturday morning due to mechanical trouble.

Besides, the 34 MW capacity ST unit was shut on Thursday afternoon for repair work. Following shut of two units power generation reduced by 98 units in the power plant. So the 728 MW capacity power plant having eight units is now working only six units and generate 525 MW electricity.

Sources in the engineering section of the plant said that 64 MW capacity unit one became shut on Saturday morning due to leakage in the boiler and the 34 MW capacity ST unit was shut on Thursday for two weeks for regular overhauling. Managing Director of the project Mohammad Abdul Khaleque said the work of the two units are being done with local engineers to restart the units quickly. The ST unit will take two weeks to repair.

Meanwhile, following the closure of the units, load shedding in the Brahmanbaria region increases and the small industrial units are suffering from stoppage of production.

 

 March 23

 3  Power Unit at Ashuganj shutdown

Although power cut and load shading  causes of  miseries in lives, but mechanical fault ( no/few  overhauling/maintenance )   causes of long time shut down of the power plant. 3 power unit out of 8 shutdown and power generation dropped down 150MW from target generation .

According to BPDB  following trouble noticed ;

1) March 19 (afternoon) 64MW power unit down due to fault at boiler

2) March 6, 65 MW power unit down due to fault at turbine

3) 43 MW Steam turbine shut down

Total power generation of  5 units only 484 MW only . Expert from power plant says that maintenance works undergoing and Unit 1 will be operational by 26March and Gas turbine-1 and Steam Turbine will resume operation in April.

 

June 21 ( This time , fault at national grid line)

This time power production reduced due to fault at national grid line. On Thursday ( June 18) after noon 64 MW power unit and Friday (June 20 )morning with capacity of 34MW unit shut down for this reason. As a result 150MW generated power become useless and two units subject to go down.

Currently 6 unit(460MW)  out of 8( 728MW) providing power to national grid.  Technical department of Ashuganj power unit clarified that cable cut over grid-line connecting Ashuganj-Ghorashal produce the situation and national grid unable to supply power from this station which reported at morning on June 18.  On the other hand most of the units at Ashuganj running with patchwork type of maintenance.

Managing Director , Mr. Abdul Khalek told pressman that before grid line fault , total generation being feed to national grid , but PGCB still to repair the fault . Load shading in adjacent districts and towns paralyzed productivity of enterprises and livelihood.

Rawzan Power plant resume power generation after 1(one) year shutdown:

Second unit of  Rawzan thermal power plant resumed power generation on April 03, 2009 after  1 year shutdown, due to natural gas crisis.  BPDB confirmed 100MW power generation from the 2nd unit. At the same time first unit generates 140MW. After resuming generation power from Rawzan unit, power crisis in Chittagong region slightly improved Total generation capacity from this power plant is 420MW and total gas required for this power plant is 96million cubic feet gas. Two fertilizer factory uses gas as a result power generation hampered , but currently Chittagong Urea fertilizer factory shutdown for maintenance and the gas (37 to 50million cubic feet) being used by the fertilizer factory is now diverted to run second unit of Rawzan Power plant. Bakhrabad Gas System Limited( BGSL) told newsman that  Rawzan Power plant now getting 60 to 63 million cubic feet gas which in last Wednesday (02 March) was 37 million cubic feet .

ASID asked to evaluate bidders to end up procurement process  of Bibiyana Power plant  

Powercell  waiting for  IMED permission / approval to start pre-evaluation of procurement process of 330-450Mw Bibiyana power plant . Meanwhile the task at IMED desk is still pending. 

 Bibiyana is the big power project of current government. The tender being floated much earlier ( during caretaker government ) but current government extend the time to invite bidders to participate in tendering. The last submission date was April 23, 2009 and there are 7 local and foreign companies submitted bidding document.  The procure evaluation was supposed to start  by may 11 but still pending. Till to date only permission being asked from IMED, then it is very hard to say that how long the total procurement process will continue.

Power Unit ( government  owned 4 units) at Khunla shutdown(March 17, 2009) :

The state owned all 4 Power units at greater Khulna region( South-Western)already shutdown. Two units abandoned two years ago. It is however Interesting to notice that, maintenance works of 1 unit (with generation capacity 60MW) have been being continuing for last two and half years (!!!) and 110MW power unit goes off in last week. Total power demand in the Khulna region is 650MW. Power generated from private sector power plant and national grid combined providing 326MW which results huge load shading.

Maintenance works for resuming 60MW power unit continuing form July 2006 and when it will up nobody knows. Trouble generated from leakage at boiler tube and the fixation is still continuing(!!!)   So far for entire khunla region no power generation from state owned power plants, all are shutdown. Private sector powering this region.

Executive engineer of that unit told press that, this unit installed 1984 and its lifetime was only 20 years(??) so far the life already expired . Overhauling should have been done in every 5 years. Last  overhauling done 2002 and afterwards its been running with patchwork kind of maintenance.

Sources from Westment Power company says that  from 11PM to 5PM(next day) total 18 hours of southern 22 districts required total power 500MW and during 5PM -11PM its peak requirement reaches to 650MW. During off-peak hour KPCL and Rental ( two private sector power generation company) produce 150MW power and  national grid ( from east zone) supply 150MW power which total of only 290MW power servers the Khunla region and another 34MW power( from Barisal, Bheramara, Bola power unit  ) also added to Khunla region gird and the final total of this region only 326MW.

Saidpur Power Plant going shut down permanently:  

Situation however worsen when diesel gasoline based 20MW power at Saidpur shutdown due to inadequate maintenance and mechanical failure. Due to negligence of authorities the power plant about to shutdown permanently. Total premises of power plant are installed on 36 acres of land. The plant being installed  in 1964 to supply power to power to deep tube well in the three surrounding districts , Panchagarh, Thakurgaon and Dinajpur. 7 diesel powered generator being producing 10.5MW electricity. All generator consecutively gone out of order due to inadequate maintenance and for the last 2/3 years only 3 generator was operational and being generating only 2/3MW power, currently all 6 generator shut down and only 1 generator producing 1MW power, which is still vulnerable.

Gas turbine goes into commercially production in Bhola

With the commercial generation of power at the 35.50 megawatts gas turbine, uninterrupted supply of electricity has started in Bhola from Friday Morning.

Venture Energy Resources Company Limited set up the gas turbine at Kheyaghat area of Bhola district at a cost of Taka 350 crore.

The requirement of power in the island district is only 13 megawatts and the rest of the electricity would be added to the national grid to supply it to Barisal, Jhalakathi, Patuakhali and Pirojpur districts.

While contacted, Project Director of Venture Energy

Resources Company Limited ATM Nadiruzzaman told BSS that the gas turbine was experimentally operated in five phases since May 9 last before going into commercial generation on Friday.

High officials of BAPEX, PDB and Venture Energy Resources Company Limited along with its American specialist Patric Gabble were present during the launching of commercial operation of the tubine.

Officials said that the island district has become a load shedding free zone from today and a huge prospect of industrialization of the region has been created with the setting up of gas turbine.

Power production shortage at Baghabari :  

Natural gas crisis and lower gas pressure/supply over the distribution network results decreasing of power generation of 4 units at Baghabari gas turbine based Power Plant which is operated by Westment Company(private sector)  under Sirajganj District. This power plant now generating only 41MW power.

Bangladesh Power Development Board(PDB) installed another 41 MW diesel based power plant in 1991 and gas turbine based 71MW power plant by Westment Company(private sector) in 2001. Total generated power being added to northern-grid line.

According to experts , gas pressure decreasing from February 1 and as lower as 19psi only, which resulting only 59% power generation capacity.  Where to  meet the target generation, gas pressure however required at least 30psi. Gas distribution authority Western Gas Company sources says that, distribution pipe line from the western end of Jamuna multi-purpose bridge supplying only  70million cubic feet gas(which is only 50% to meet the current needs). The company says if gas supply not being significantly increased(with the pace of increasing demand) the power generation will automatically shut down and only fertilizer factory and small/medium size industries can survive. 

Due to low gas supply small/ medium size industries at Bogra, Pabna, Sirajganj also suffering from the lower productivity . More importantly boro cultivation also hugely suffering from power cut.

Barapukuria Power Plant resumes production  ( July 27, 2009)

 

[ June 14, 2009 : Load shading in Northern region produce new record in history : Boropukuria Coal based Power plant about to complete shutdown ] 

 

Northern region experiencing the worst power crisis in history. Load shading in entire northern region a common syndrome, which resulting untold suffering of daily lives. Enterprises hit by power cut, business paralyzed and power paralyzed everything in northern districts.

 

Rural areas are the worst hit of power cut, only 5 hours (out of 24hours) getting power and the urban areas experiencing  almost he same situation.

 

Power cut in northern region, its now represented a new record of all hectic load shading,  since it is the common practice here in Bangladesh. 250MW power plant now generating only 50MW power due to shortage of spare parts/accessories and may shutdown any time.

 

Second unit of  the thermal power unit shutdown from April 21, 2009 on the other hand first unit also suffering from mechanical trouble and power generation goes down to 50 MW only (out of 125MW). Experts/Engineers of the power plant immediately seeking 40 million Bangladeshi Taka( 4 core) to procure essential hardware’s and to repair the plant, otherwise this plant will goes off completely. Moreover an agreement with CMC-China has to be  signed-up immediately to run the 2nd unit as well.

 

According to power plant  sources,   expert fails to repair the trouble of 2nd unit. Chinese experts (from CMC China) arrived at plant on May 26 and working round the clock but failed to start.  On the other hand regular maintenance not been taken up to keep 1st unit trouble free which is now producing 50MW only. One ID fan of this unit gone out of order. On May 18, generations suddenly goes down to only 40 MW, but at the same day 4 hours immediate patch work returns generation to 65MW. According to Maintenance/Management Engr. Mr SM Aktaruzzam (he is the key technical expert at Baghabari power plant, Sirajganj District ) told that, in every 2 months, 1 unit should go down and undergo for regular maintenance. Chief Engineer of Boropukuria Power Plant Mr. Biswanath Haldar told press that both local experts and Chinese expert failed to resume the ID fan Operational. Chinese expert made a little progress and  fixed the bearing set trouble only but failed to shoot the trouble of vibration control. ]  

Total power demand in entire northern region (Rajshahi Division) roughly  350MW(according to BPDB estimate).  But the coal mine based power plant (installed by China) at Boropukuria , Phulbari generating only 125MW power,  although initial target was 250MW from 2 units, but one unit out there only generating 125MW power and another unit is still not operational due procurement of lower quality hardware(re used hardware from CMC, China) and mechanical failure reported even test run during commissioned.

 

[ March 16, 2009 : 1 Unit of Boropukuria Coal Based Thermal Power unit down for last 6 days

1 unit with production capacity of 125MW gone out of order  for last eight days for leakage of condenser and shut down from 15 March. Due to mechanical problem silica containing   with  water which generates the problem(excessive silica can causes of corrosion of blade of turbines). 

Think about the status of newly installed power plant's,  it's life is only 3 years ??. This power plant installed 2006 with technical and hardware support form CMC China. After installation  of hardware's and eventually during test run 1 unit ( 125MW)  suffered from total failure, eventually experts noticed that second hand hardware being procured form China.

 

NB : This power plant supposed to re-operational by march 24 (Monday) after repair works done.  But  still to look out how long this patch work will continue.

 

BARAPUKURIA POWER PLANT ( Villagers forced to drink contaminated  water, exposed to waterborne disease )

People of 15 villages around Barapukuria Power Plant have been forced to use and consume contaminated water since the 250MW plant started powergener­ation four years ago.

 

The worst affected villages are Kalupara, Gopalpara, Baidynathpur, Balarampur, Chowhati, Dhulauzal, Patigram, MOll Pukur, Ziagari, Bansh Pulmr, Shak Gram, Durgapur, Rasulpur and Hamidpur.

 

The villagers face serious, dearth of fresh water in the area ,for about nine months a year is starting from October to June.

 

,Due to use and taking of :contaminated water being :pumped out by the power plant through a long tunnel, they are suffering from various water borne and skin diseases !.

Nirmal Ronjit Roy, a resident of Mohindrapara, complained that as there is no alternative to this muddy water he had health and skin problems after using and consuming this contaminated water.

HasinaBanu, a resident of the area, said she never witnessed such water crisis in her 56 years of life. She has also serious skin diseases with her nails developing funguses.

Hasina said she had con­sulted a doctor who advised her to use and consume fresh water only.

"It is unfortunate that in a democratic country, there is nobody to address our prob­lems," said an elderly woman Jahanara Begum expressing her frustration.

 

According to tests carried out by geology and mining department of Rajshahi University, untreated waste water from Barapukuria Coal Mine and Power Plant contains poisonous coal dust (carbon), rock dust, sulphur, phosphorus, arsenic and magnesium.

 

The water is creating health hazards for local people spreading skin diseases, said officials of Dinajpur public health department.

 

This correspondent also found that most of the villagers are using the water drained ou t from the plant.

 

The authorities concerned, however, claim that they pump out the water after treating it inside the plant.

 

Barapukuria Coal Mining Co Limited (BCMCL) and Barapukuria Power Plant are pumping out about 2500 tones of  water per hour everyday .

 

The power plant alone installed 24 deep tube wells sinking 350 to 450-foot long pipes at West Sherpur village, and its water is being pumped out to nearby Karatoa river after using at the plant.

 

These deep tubewells are also affecting the level of ground water at the villages. All wells and hand­pumped tubewells of the villages remain dry for nine months a year as the ground­water level has gone down 150' to 200 feet from previous 50 to 60 feet. To mitigate the water crisis Palli Unnayan Sangstha, an NGO of Bogra, began to supply water through pipelines from its own reservoir to effected villag­ers of Mohindrapara about five months back taking Tk 200 from each family although the water supply is not regular due to lack of electricity.

 

"We are therefore forced to use and consume contami­nated water," said Fuleswari, 70, of Hamidpur village.

 

Officials of district agricul­ture and livestock department also agree that water pumped out by the coal mine and power plant is too polluted to use for farming and consumption by human being and livestock.

Mining experts at Barapukuria coal mine admitted that the mine and power plant authorities should have jointly installed one set of water pumps and a high-powered water treatment plant to avoid huge wastage of water and conse­quent water crisis. But it is impossible now due to faulty design of the plant, they added.
